THE CHIEF OF NAVAL OPERATIONS HAS APPROVED THE MERGER OF THE YEOMAN (YN) AND PERSONNEL SPECIALIST (PS) RATINGS INTO THE NAVY BUSINESS SPECIALIST (BS) RATING. THIS MERGER WILL APPLY TO ACTIVE DUTY, FULL-TIME SUPPORT, AND SELRES SAILORS IN THE YN AND PS RATINGS. AS AN ELEMENT OF THE NAVY'S TOTAL FORCE STRATEGY,
THIS MERGER WILL CAPITALIZE ON THE KNOWLEDGE, SKILLS, AND ABILITIES FOUND IN THE TWO RATINGS AND APPLY THEM TOWARD A UNIFIED MISSION.
2. MERGING THE YN AND PS RATINGS WILL IMPROVE EFFICIENCY AND SUPPORT OPTIMAL MANNING. ANTICIPATED BENEFITS ARE REDUCED INFRASTRUCTURE COSTS AND IMPROVED CUSTOMER SERVICE AND QUALITY OF LIFE FOR SAILORS.
3. OFFICIAL CONVERSION FROM YN AND PS TO BS FOR ALL ACTIVE DUTY RATED SAILORS, AND RESERVE E6 AND ABOVE, WILL BE ON 1 OCTOBER 2010. CONVERSION FOR RESERVE COMPONENT E1 THROUGH E5 WILL OCCUR ON 1 APRIL 2011. NO INDIVIDUAL PERSONNEL ACTION BY COMMANDS OR MEMBERS WILL BE REQUIRED.
4. THE YN RATING BADGE WILL BE USED TO REPRESENT THE BS RATING. ALL PS PERSONNEL SHALL CONVERT UNIFORM RATING BADGES TO THE YN RATING BADGE NO LATER THAN 1 OCTOBER 2011. PERSONNEL SPECIALISTS WHO TRANSFER TO THE FLEET RESERVE OR THE RETIRED LIST BETWEEN 1 OCTOBER 2010 AND 30 SEPTEMBER 2011 MAY CONTINUE TO WEAR THE PS RATING BADGE, IF DESIRED. THE ENLISTED MASTER FILE, HOWEVER, WILL REFLECT PERSONNEL IN THE BS RATING AS OF THE CONVERSION DATES LISTED IN PARA 3.

PTS REENLISTMENT REQUESTS DATED PRIOR TO 1 OCTOBER 2010 SHALL BE SUBMITTED PER GUIDANCE FOR THE YN AND PS RATINGS. PTS REENLISTMENT REQUESTS DATED 1 OCTOBER 2010 OR LATER WILL BE SUBMITTED PER GUIDANCE FOR THE BS RATING. SELECTIVE REENLISTMENT BONUS (SRB) AND SPECIAL DUTY ASSIGNMENT PAY (SDAP) PAYMENTS FOR APPLICABLE YN/PS PERSONNEL WILL CONTINUE TO BE PAID AFTER THE 1 OCTOBER 2010 CONVERSION DATE.

Having been a squadron admin officer with a dozen or so YNs/PNs I can see this.  With the exception of the AW's I can't think of a rate with more of it  :)

Go ahead...  you can't sprell ASW without the AW.  ;)

 Besides, who else is gonna load the expendables, clean the plane, pull the covers and plugs, empty the pisser, plus do the cooking and clean-up afterward, get coffee for the bus driver(s) and monitor the sensor stations.....

 But yeah.... I hear where you're coming from.  :)

I've met these "information dominance" dudes.  Next to the atomic safety training command on the east coast, they are very serious about their work.  I'm not qualified to judge how important information dominance is to the USN, but I will say it is not some bull crap staff or cyber war function.

Not sure we understand what information dominance is.  Cool-sounding term, but I want to see it clearly defined in pertinent and useful terms.  If we can do that, I would then like to see how it is that we are "dominating" the information realm and our enemy is not.

I don't think I'm allowed to speak to that subject.  Serious as a heart attack though and I've interviewed some real dogs.  These people hunt.

Well that is a defeatist attitude.  Not saying we have some ground to make up, however, spend some time watching "one for the Gipper" Read a Horatio Alger novel.   We've been done brown before, but rise up again.  Read your Korean war history and Louis Johnson, draw down, prior.  Trust in the men and women who still work on the front lines, as wierd and far removed from the front as those lines appear these days.

They should be called CLS's..........Crew's Lounge Specialists...........never understood any rate or job that posted office hours underway. Last time I checked Combat, the Bridge and Main Control never have office hours posted underway.

That's because customer service is only 1/2 of the job.  I have to coordinate with units back in NOB to make sure the paperwork gets done.  Because customer service hours are closed doesn't mean I'm not working.   It means I am dealing with the stuff that actually makes my job difficult.  People keep walking to to add to my pile of work then I can never get anything done, just take on more paperwork.

In both civilian and military life I have gotten a look at our capabilities vis-a-vis our adversaries.  Defeatist?  I think of it as "realist".  Our approach to this "dominance" has been a decades-long slide in the wrong direction.  "Tell me everything" has long ago replaced "tell me the right thing" and we continue to pay for that. 

Cebrowski's theories of "network centricity" were build on fallacious assumptions about ourselves and our enemies.  (See: Metcalfe's Law)  The idea that more is always better falls flat when there are few filters and even fewer analysts to handle what 1st MarDiv CG (Mattis) called "information inundation".

In a more rational world, enlisted ratings unique to the art of "badguy surveillance" would be consolidated into the BS rating, short title "BS Artists".  The ID warfare qual insignia would be referred to as a "Wizard" for short (like:dolphins, cutlasses, wings, budweiser, wizard). NQP's of the community would be more traditionally as "spooks". Thus we would have qualified Wizards of ID trying to train the spooks.

Hey Tim,
In my P-3 days the AW's usually booked to the ASWOC with me.  We left those jobs to the 2nd mech and the ordies.  When I was in S-3's the dubs were pretty good in the seat but never approached the aircraft except to strap in.  As the ASW officer and asst. Ops O in my second S-3 squadron I was also their Div O.  That's when I learned they required VERY close watching alternating with a blind eye.  99% of the time they were a lot of fun, but every once in a while we had a real "Oh Shit" moment.  They knew they were irreplaceable and took every advantage of it.  I expected nothing else, after all, they ARE sailors.   ;)
