I don't know about you, but I am glad I didn't have to fill this out during my career. This has been coming for awhile. Poor KITTY Sailors - 7th Fleet just isn't the same anymore.
Oh, I want Skippy to fill this out. We'll let Lex bottom line it for "High Risk."
UPDATE: As expected (how did I miss it) Skippy-san was well ahead of the curve on this.
