Most intriguing is the little-known story of how Adm. Vern Clark, the independent and outspoken chief of naval operations, almost became Bush's first chairman of the Joint Chiefs of Staff in 2001. As Woodward put it, "Clark was the one officer who might survive Rumsfeld and preserve some sense of dignity and independence for the uniformed military."
