Group punishment like this only reinforces the opposite message we want to the host country. Group punishment says, "The problem is us, all of us." as opposed to the reality, "The problem is that we have some bad individuals who have taken it upon themselves to be criminals."
Well, I believe the problem is the fact that there are bad individuals doing bad things. Do the leadership in Japan think that there isn't a problem with individuals, but that the problem is American Sailors as a whole - all of us? That is how it reads from here. If so, we have much larger problems.
