Sal,
I'm going to try to make MIDRATS tonight, but can't guarantee I can. I'd like to tee up a subject for the porch: just two weeks ago, e mails were flying around suggesting that the CNO was looking into converting most L class ship billets in engineering department and possibly even deck department to merchant mariners. He wanted to start with the LSDs. To me, that means that JFEO is NO LONGER A MISSION SET since we cannot, by the laws of war, send merchant mariners on combat missions (unlawful combatants). This initiative ultimately was rescinded, for now.
I was out exercising my Second Amendment rights. Hope it was a good one. Will listen tomorrow AM!

It just means that personnel reporting to policy shop billets need to do a "intl law of war" correspondence course within 30 days of reporting aboard or get a tour helping out the Army somewhere in CentCom. Seems to something of a knowlege gap.
Lead by the FO's, to set a good example, as all good leaders would naturally do.
back in the WW 2 there was simple solution - all the crews of the big transatlantics were mobilized en masse...
