I think this is an effort to "reach out" to our younger sailors and also an effort to show that the Navy is cool and with it IRT to social networking and peer-to-peer social relations. So if the sailor doesn't understand that drinking and driving is wrong, even thought he's been told by his mom, dad, LPO, Chief, Div O, etc. his 18-25 yr old peers can.
This undermines the chain of command and is an un-military move, deterimental to good order and discipline.

Until we take ten years and three or four billion dollars to develop a new service rifle marginally better than the one we have, the M-14, properly modernized, would do nicely.
The Navy is being tasked with maintaining it's ships, conducting warfighting training, conducting actual fleet deployments and social engineering. However, we only have the financial and manpower resources to accomplish three of those four areas.
Which, oh which of the three should we choose?

Anyone remember "SAM" Magazine? It was the official E-4 and below glad rag for Soldiers, Sailors and Marines back in 78-80. As I recall, all I ever read about was people saying over and over, "Free The Non-rates", or some other initials like that.
It was canned because it did nothing to further the mission of our Armed Forces, just like this new nonsense.
URR, My first thought exactly. This message took me back to the early '70s when the "powers that be" decided that all creative thought resided in the 24 year old Ltjg. All I remember coming out of their "rap sessions" was the elimination of the requirement to own a sword until I was a LCDR (too late...I got one at graduation), the elimination of Service Dress Khaki (Too bad since I already had two sets), and the opportunity to grow a beard (never interested).

What this really is, is a grassroots initiative taken upon by junior Sailors and institutionalized by BIG NAVY. I became aware of this just before I left to go IA. It had ad hoc chapters that started in Norfolk (I believe) and caugt on. I 'friended' the group shortly after finding out about it, and asked to see what it would take to become a member and it turned not there wasn't much, just had to start mentoring and looking out for junior Sailors and making sure they made the correct decisions.
In all honesty, BIG Navy should have given moral support, but not started to micromanage this. It was best as an ad hoc group of Sailors doing the right thing for looking out for their shipmates, and getting together to learn how the each had the most success in mentoring.
Where this does come into re: CoC failing Sailors, is that with many E4s not truly being in a position of authority, and only having slightly more authority as an E5, this is a good way for them to start learning what it is to lead and mentor fellow Sailors. But, I do not see that happening much now that this has been institutionalized.

I don't notice CNET among the Board of Advisors (unless the N135 is somehow associated with them). If so this is a fatal flaw in the involvement of the NROTC/NJROTC programs since everything you do there must have CNET's seal of approval.
The irony is that good commands, including NROTC units, already train in most of this stuff. For example my NROTC unit used to do an all hands session on driving hazards each year before the holiday season. The only difference was that it was presented by an officer of the Washington State Patrol who actually knew what he/she was talking about.

Alright, now we get another advocate for the accused at NJPs, XOIs, and NJPs. And, naturally, an admin rigamarole of binders with instructions and forms and such for this program, just like what happened with the arranged marriage - er- mentorship program; another couple hours of work a week lost as this is added to the Division in the Spotlight program, too.
Destructive decisions? Y'mean like LCS, optimal manning, an endless and meaningless training cycle, and quarterly force revisions?

Okay everyone take a deep breath for a second please. There is a reason for this as YNSN says, it was coming from the deckplates where the Khaki mafia are screaming that us front line leaders need to lead from. The idea was that Junior E-6's, E-5's and some senior E-4's who have made some of these mistakes (such as $ troubles, or marriage troubles) can be there to tell thier tales and hope to influence people. See the Safety Center is doing the same thing with junior safety personnel with regards for traffic issues. There some sailors are TAD'd from their commands to the Safety Center and then sent as a group to various bases to talk about DUI, Sleep driving, Cell/Text Driving, Speeding, and other stupid things. The idea being that if our junior personnel are hearing the lecture from someone thier own age then they will pay attention.
Now that someone has pay attention to the informal program, they are trying to make it a mando-fun program. That is where we as senior leadership make the mistakes. Instead of assigning this as a check in the block thing like some other GMT, it should have stayed as an informal program and been sent out as a lessons learned to the CO/XO/CMC level message. From there maybe just say this is some ideas on how to run the program and let the TyCom level or lower mandate how they want to run the program. For example if SubPac sees an issue with earthquake, check cashing, and first aid are the major personnel issues this year, mean while NavEur sees DUI/Sex/and general personal finance as their issues then that is what they will train on. THe way that OPNAV should run this is basically just assign it as a collateral duty to some O-6 or above there to basically send out a quarterly message about who the commands could contact as a clearing house for some of these issues. With the Fleet Family Service Centers at the top of the list and going down from there. That way we in the front line leadership can have the right resources to help with these issues.
But what do I know, I am just a E-6 with too much time in and watching how good programs are corrupted when they arrive in Arlington, VA.

then this "Master Chief" needs to be shot.
This echo's YNSN and Frago, but the info I have is this was a group of junior Sailors trying to help each other out, and then some brillant Master Chief (probably served on Task Force Uniform) looking for a MSM convinced an Admiral that it should be mandatory.
From a fleet perspective I see this as another pain in the @$$ admin program that I have to ensure is completed, records kept, and possibly an item for a Desron (some other agency) to inspect. Ships have enough of those crappy little programs.
What we need are Sailors looking out for each other, and the roots of the program show that Sailors want and can do that. And maybe we should have just left it at that.
I don't know maybe Europe might not need to know about Typhoons or Hurricanes. Volcanos, earthquakes, terrorist groups, revoultions etc. But like I said above this program should have stayed at the local level where the regional commands could have tailored it as they saw fit. Every year there is a new problem in each region, so why not just be allowed to tailor the training towards that need. Instead it is going to be some rubber stamp, mando-fun that will have to hit each of those topics listed in the msg by the end of the year. I can't wait for my quarterly safety stand downs to get longer

The Magpul Massada works just fine and can even fire after dunked in a pool of water. That's the stuff we need (plus it has interchangeable barrels so you fire 5.56 or 7.62). The trouble is that frequently COs won't let their soldiers pick what gear they want. A unit grabbed a bunch of German rifles from some insurgents but had to hand them over.
I have a question now that this is going to be mando-fun. Anyone have any bets on how fast our E-5 and below eyes are going to roll in the back of thier head during the mando-lectures during the quarterly safety stand downs. I mean I already have a problem herding the cats to those things as it is to spend three plus hours in death by power point for the quarter.
Also how soon till there is an NKO/E-learning lesson guide that will be mando for everyone to understand their roles in this program? I am calling it in three months from DTG of this message before there will be mando classes on NKO about this.

There are over 130 Active Chapters and a Great idea which continues to grow without too much influence from above! Funding is a concern as Chapters are finding creative ways to spread the word. (No time off, what are you doing, is this an approved Navy program, why do we need it, and the list goes on) Instead of posting negative comments, you should be supporting the program and helping it to succeed instead of enjoying watching another program that could actually benefit Junior Sailors fail!
