Diversity Thursday

Ah, the banality of bigotry.

Just a popouri of piddle coming out of the Chief of Naval Personnel. You need to read deep here to see what is going on - but it is plain.


From the 16-20NOV CNP Report.
The 56% report rate for Alternative Scholarship Reservations (ASRs) is more than 10% above the CNSB rate. ASR diversity is 34% AA, 19% Hisp and 10% API.

Given YG13 statistics, current projections, diversity considerations and fiscal constraints, we intend to reduce overall CNSB NROTC offers for YG14 but will maintain HBCU (NB: Historically Black Colleges and Universities) and ASR at last year's level.
Simple process really in a less than zero sum game. You starve one and feed the other. Equal treatment? Each taxpayer and Congressional district treated the same? Each potential Sailor valued the same?

From the 26-30 OCT report, we see that this isn't a value neutral drill. You have undue command influence to either cook your numbers or actively discriminate on the basis of race.
Issue: CNP Echelon-2 Diversity Accountability Reviews
Discussion: We have initiated a program to conduct diversity accountability reviews with our Echelon-2 commands, with the first review scheduled for next week with NETC. Reviews will generally follow the construct used by the Enterprises/Communities during your CNO Diversity Accountability Reviews, with additional specific focus areas based on each command’s mission. Ms. Emerson will also participate in these reviews.
Desired Effect: Conduct regular preliminary reviews of internal diversity within the CNP/N1 domain.

Issue: 2009/2010 School Year NJROTC Program Update
Discussion: The 2009/2010 school year NJROTC Cadet enrollment has experienced a substantial jump in participation. NJROTC training will be provided to 80,610 cadets, an increase of 5,541 cadets since the 2008/2009 school year. No significant shifts in gender and ethnic enrollment demographics have occurred with the recent increase in enrollment. The current gender and ethnic group breakout is as follows:

Issue: 14th Annual National Women of Color (WOC) Technology Awards Conference
Discussion: Strong Navy participation marked this event in Dallas, TX from 29-31 October. I had the pleasure of presenting Ms. Steffanie Easter, N1B, the Managerial Leadership Award for her leadership and mentorship as the Assistant Commander for Acquisition at NAVAIR. USS BUNKER HILL Command Master Chief Charlene Terry received a special recognition award and BUMED Force Master Chief Laura Martinez was awarded the WOC Pioneer Award. Professor Angela Moran, LT Jennifer Tietz, Senior Chief Donna Robinson, and Gunnery Sergeant Patricia Wilson from the Naval Academy were also recognized at the conference. Past award winners CAPT Cynthia Macri, CAPT Yolanda Reagans, and Ms. Monica Emerson joined VADM McCoy and Ms. Joan Hughes (NAVAUDSVC SES) in attendance.
Discussion: Recognize Navy women and their significant achievements in the technology fields.

Issue: National College Resources Foundation (NCRF) Black College Expo Tour
Discussion: The National College Resources Foundation (NCRF) is dedicated to reducing high school drop-out rates and increasing college graduation rates among underserved and underrepresented groups by connecting students with colleges, universities, and funding resources. NCRF’s tenth annual Black College Expo Tour began in October and will visit five cities by February 2010. As this year’s Title Sponsor, Navy is able to make contact with over 100,000 diverse students across the nation and will expose more than 3 million students and parents to Navy opportunities via television, radio, and print outlets. The Black College Expo Tour has already hosted two of its planned five events in New York City (24 October) and Washington, DC (31 October). During each event, Navy hosts a pre-event program, multiple Navy booths, seminars and workshops. At the New York and DC events, Navy officers met with dignitaries (including U.S. Senator Shirley Huntley - NY), student leaders and parents. Navy recruiters generated over 300 student leads. The tour is scheduled to visit three more cities: Los Angeles, CA on 23 January 2010; Oakland, CA on 30 January 2010; and Atlanta, GA on 27 February 2010.
Desired Effect: Identify and promote Navy as a diversity employer of choice for diverse student populations.

Issue: 6th Annual Filipina Women's Network Leadership Summit
Discussion: On 29 October, the Filipina Women's Network (FWN) held its 6th Annual Leadership Summit in Berkeley, CA. During the 100 Most Influential Filipinas in the U.S. Recognition Awards Gala, CAPT Raquel Cruz Bono, MC, Chief of Staff and Deputy Director, TRICARE Management Activity, was recognized for her accomplishments as the first female to complete the General Surgery residency, deploy as a trauma surgeon, and serve as Commanding Officer of Naval Hospital Jacksonville, the 4th largest Naval Hospital. During a separate FWN Summit workshop, CAPT Bono spoke about her career and the many opportunities the Navy has to offer.
Desired Effect: Establish mentor/mentee relationship with influential Filipina leaders and bring visibility to Navy Scholarship programs.

Issue: Society of Hispanic Professional Engineers Conference
Discussion: On 29 October, over 1000 students and professionals attended the Society of Hispanic Professional Engineers Conference in Washington, D.C. Navy was the exclusive sponsor of the opening reception and the pre-college opening reception for over 600 students. VADM McCullough delivered a Navy Technology presentation, and RDML Brady spoke to students about pursuing careers in STEM fields. Other highlights included a Naval Academy tour given to 100 prospective college students, and RDML Faller's presentation of a NROTC scholarship check for $180,000.00 to a University of Virginia Student during the student leadership gala. At the closing gala, RDML Brady accepted the "Governmental Agency of the Year" award on behalf of the Navy.
Desired Effect: Showcase Navy as a premier military service and employer of choice.
