Tail or tooth? A Navy of warfighters or fonctionnaires?

This folds in well to last Sunday's Midrats;
The percentage of Unrestricted Line Officers (URLs) in the Navy’s officer ranks now is only 48 percent, reflecting the decreasing number of warfighting platforms such as warships and aircraft in the fleet.

As June 1, the Navy had 25,046 URLs, whose ranks include surface warfare officers, submarine officers, naval aviators and naval flight officers, naval special warfare officers and explosive ordnance disposal officers, compared with 27,450 non-URL officers, the latter now comprising 52 percent of the officer corps, according to Sharon Anderson, a spokeswoman for the chief of naval personnel.

URLs have been a minority of the officer ranks since fiscal 2002, Anderson said.
Facts are difficult things.

Focused on warfighting and a lean organization, eh?

    Not so fast... Lots of those URLs are no better than functionaries too.
