Now that we can call the Pentagon our "home," and to brand our E-Ring passageway with the symbols and displays that capture the essence of our contributions to the Navy and Department of Defense, CAPT Ron [redacted] has officially requested permission (via DON/AA-Mr. John [redacted]) to the DoN Corridor Committee to install three exhibits along the E-Ring bulkhead.
Location: 2nd Deck, E-Ring from Corridors 2 to 2.5 Exhibit 1: Between 2E284 (N41) and 2E274 (N42/N46) Exhibit 2: Between 2E274 (N42/N46) and 2E268 (N43) Exhibit 3: Between 2E268 (N43) and 2E258 (N45)
Because the DoN Corridor Committee is new and still trying to determine how they plan to proceed, there is a moratorium on all new displays/exhibits (previous approved requests were grandfathered). However, since the request has been submitted, upon approval, we can proceed with due diligence to install and present quality themes that highlight our mission.
There are 2 display firms that do 90% of the business in the Pentagon, Smart Design and Blair. The average display costs approximately $250,000-$300,000 (i.e., "Golden 13"-the thirteen African American enlisted men who became the first African American commissioned and warrant officers in the United States Navy). There is a low-cost alternative being considered by some Navy offices to use the Naval History & Heritage Command (approximately $10,000-$15,000). The Command will do this on a collateral basis (not their full-time focus), and the displays are historical in nature with demos about to be installed within the vicinity of the VCNO/ACMC (prototype; others will determine if that's the low-cost approach they may prefer to consider).
FYI (for reference): The two Navy Supply Corps displays (grandfathered) on 4th deck, Corridor 4, cost approximately $75,000 each, with a third display in progress (total: ~$225,000). Smart Design did the first two displays and were "awesome" in their support and process.
Considering the cost and investment in the venture, I would like to propose CAPT [redacted] (Chair) and CDR [redacted] (N41 AO) work with a select group of N4_Division volunteers (NTE ~2 per Division) that can discuss an N4 theme and reference current Pentagon displays to synergize a consistent design that expresses naval logistics excellence. An important distinction in exhibits is enduring (i.e., Navy Supply-static in nature) vs. dynamic (i.e., Navy Medal of Honor awardees at 4th Deck A-Ring Apex-fluid, glass encased bulletin board for rotating/revising images such as the annual Admiral Stan Arthur award recipients, NLI/JLE initiatives/success stories, and environmental/energy news/initiatives). I'm sure N45 and their Public Affairs staff would have some amazing ideas in mind. If you concur, please submit the names of your volunteers to CAPT [redacted] and CDR [redacted] NLT COB, Fri., 02Sep. CAPT [redacted]'s intention is to present an initial recommendation (pending future vendor proposals) to DIVDIRs NLT COB Fri., 30Sep.
Once the request is approved by the DoN Corridor Committee, and an N4_general theme/medium is determined and funding level is confirmed, volunteer representatives from the Divisions will coordinate with CDR [redacted] and the vendor (preference for Smart Design since they already bring experience/consistency from Navy Supply displays) to design and install the display. All else being equal (pending CRA) and moratorium is lifted, the target date for installation is NLT Fri., 16Dec.

As a side note - this was going to be posted a couple of weeks ago, but I held back to get comment from the N41 shop. On the advice of a PAO I have the greatest respect for and is a true professional, but sadly this shop is out of his mandate, I asked who was the right person to go through. He gave me the right person's POC info, so I tried to be nice and ask for comment or additional information. Oops.
I tried the LCDR at OI-31, but she punted me to the LT on duty at the Navy News Desk Action Officer, Navy Office of Information in the Pentagon. After an initial "How can I help you..." email - no response to any of my questions. Zilch.
So, that just reinforces my opinion of the PAO system in general in the Navy. Shame, I have met some good ones - but the problem is deep and the quality is spotty.
My bust - I should have known better. I feel stupid in that I let them delay a story. My fault. Next time I'll just blind side you N41 types.

I was young but still remember the Medal of Honor hall and the hall of exhibits the doctors/pathologists had set up with exhibits dating back to the Civil War. I roamed at will as a 9 year old boy. I had my dad's office # written on my hand so if I got lost almost anybody could get me back to the Major's office. Now that I think about it, nobody once ever stopped me and asked me about what I was doing.
ReplyDeleteIn the N4 realm, less than a $100 million is peanuts. These folks routinely pay the bills for the presidential support missions and VX-1 and Camp David and to be honest, I think that logistics deserves an honorable mention at the Pentagon E-ring even if practically nobody ever sees it.
Each exhibit funds the salary of two personnel whose jobs will be cut when Alt POM is made public.

When I saw is was the Supply Corps doing this the first thing through my mind was an interactive 1250 form or something. I couldn't think of anything else they could do. Maybe pictures of all the coffee pots they took off the boats back in the 70's?
ReplyDeleteHere's one for you. We have a Navy Historical Command. We have a Navy Museum. Onboard Washington Navy Yard, we also have an entire building dedicated to "Navy Artwork." There are warehouses full of paintings, large framed photographs and statues that are not on display. Why not just put one of our "already funded" commands to work doing the job that they were originally stood up to do?
ReplyDeleteI laugh when I see displays like the MARSTRAT display near OPNAV N86. $50K down the tube...then there is the HADR display near the USCG hallway. $200K down the tube. AT LEAST.
then you have the MacArthur display. Nothing to over-the-top. Just some display cases of his personal affects from all different points in his life. Tells the story of the man. And it is possibly the best display in the Pentagon. Well, that and the Hall of Heroes.

Remember, this is Washington, where a "budget cut" is a decrease in the increase in spending.
When you just spent some $600M(?) on a sinlge LCS, spending $225k on a display case seems like a value proposition.

ReplyDeleteThe Hall of Heroes is the only display they should have there. To remind everyone what they are supposed to be doing and supporting. Oh, and that display that shows the Congressional approval to build the Pentagon was all written on one piece of paper.
Here at our command, the halls have tons of photos of troops in action. My favorite is the MoH hall. I like to read the pictures/citations displayed on the wall. There are a lot with black ribbons on them though. Simple is better.

Maybe it is time we just randomly fire every 4th person in the Pentagon. Big good to find out how other services are misappropriating money in this fashion.
ReplyDeleteGouged? More like mugged. I'm on the board for a small museum. We're currently transforming about 1500 sq feet of exhibit space, including demolition of old walls and putting up new. Add in paint, printing of text and mounting plaques, construction of exhibit architecture, and miscellaneous expenses and we'll come in at well under $15K for a permanent exhibit expected to last at least ten years, with room planned in for additional artifacts and temporary exhibits.
ReplyDeleteTemporary exhibits, which usually take up about 200 sq feet, using current inventory of display cases, typically run $500 for a fresh coat of paint, consumable materials, and printing expenses.
If you're ordering everything from Gaylord, sure you can run up several hundred thousand just in hardware. But when you've got talented people in-house who can fabricate for you; when you've got people who believe in the story you're telling who are willing to donate or find sponsors, when you have ENTIRE COMMANDS that are dedicated to preserving and exhibiting naval history who could do this job for you -- well, this is just malfeasance.
Off to write to my Congress critter, who just happens to serve on the HASC.

I could get this job done for about $50 in materials plus a Saturday with a squad of Naval Academy plebes lead by a MIDN 2/c. Give them the research project for professional development purposes, then bus them over to the Pentagon for the installation. Labor cost - zero. Leadership experience - huge. Professional training value - priceless.

easy fix would be for dsd (dod's chief management officer) to tell da&m (works for dsd) and whs (pentagon mayor & works for da&m) to put a moratorium on spending money towards pentagon passage way displays.

Those Oral History interviews, audio recordings, photos, eventual book and some (later) video are all a part of the US Naval Institute archive - which is repeatedly made available free of charge to commands. Now that I know the amount of money involved perhaps we should change our mindest?
This amount of money - and going through a third-party vendor is atrocious. Is this not why we have a NHHC or the Naval Institute archives?
These displays are not that big, NHHC anad USNI should make it a prioity to help - especially in a well-travelled place like the Pentagon. The Naval Institute actually does try this - to that end we have decades of CNO portaits which we have allowed on permanent loan AT NO CHARGE to the SECNAV's corridor. And we will contuniue to do this - not b/c the Navy is gracious (we rarely get recognition) but because it is our mission.
It is really frustrating that the Navy doesn't engage NHHC or USNI.

ReplyDeleteWe would. Practically every large photo at Great Lakes is ours...as are the ones at the O Club at USNA. This is not the result of a senior contacting another senior. Mostly it is the result of someone calling with a request to be filled and we do it...with people on staff who have a solid knowledge base of the content...and we answer a phone, and turn around within a few days.
