7. Number of Days: 1st QTR: 90 days, 2nd QTR: 90 days

9. Type of Orders: ADT (Quarterly ADT funding). Local fill only, no Per Diem.

10. Description of the Requirement or Tasks to be performed:

NSWC Diversity Programs Officer develops, directs, and
manages outsourcing (contracted) efforts, outreach initiatives, reporting requirements, budget considerations, and all other requirements associated with minority-focused awareness building campaign efforts.

The candidate must have highly developed communication skills (writing, speaking, presentation building, and situation analysis); be comfortable advising and briefing senior officers; relate well to Sea, Air, Land (SEAL) and Surface Warfare Combatant-craft Crewman (SWCC) candidates of diverse backgrounds; understand marketing and awareness building practices; and understand Navy and Naval Special Warfare (NSW) diversity goals and strategies. Applicant must also be competent in managing government contracts. Prior NSW Experience is preferable, but not a requirement.

Applicant will be required to:

a. Champion diversity interests to include business case development, leadership concurrence and participation, organizational education, and coordination of marketing/awareness strategy support initiatives.

b. Support continuous process improvement and management of the NSW diversity strategy to include
development of key metrics to measure support of NSW and CNO diversity goals.

c.
Manage contracts and associated contract personnel, in-house initiatives, and volunteer support, to ensure best results in support of an awareness campaign designed to market to minority high potential candidates and their influencers.

d. Maintain physical conditioning and an appearance reflective of NSW's emphasis on professionalism, physical fitness, and mission readiness.

e. Provide frequent updates to the Recruiting Director and the NSW Commander, regarding progress, programs, best practices, and proposals for continuing operations.

f. Develop the NSW Annual Report on Diversity. Prepare NSW Commander to present this brief to the CNO.

This position is physically located at NSWC RD on NAB Coronado. Up to one week of travel per month may be required. An O4 is recommended for this billet because of frequent interaction with the Commander, NSWC, high-level community leaders, and the CNO's other diversity leaders. This ADSW billet will directly support the Global War on Terrorism by facilitating recruitment of racially diverse SEAL and SWCC operators to support projected operations in which racial alignment will provide tactical advantage.

    When the Wombat was a boat guy, diversity was Big Nav gave you orders, without your say-so, concurrence or request. Then it was the guys who were river rats and boat guys liked it enough to stick around for as many tours as they could. Then it was development of the SWCCs and the volunteers therein. The froggies were always self-selecting. Diversity in desire, and unit cohesion.

    How's this for diversity?  I was on a ship and put one between the running lights of a Somali pirate, then I was in Iraq and called in ordnance on a Jordanian terrorist, follow on work had me in Afghanistan where I shot a Chechen red headed fool along with calling ordnance on a Pakistani sneaking into the country. 

    THAT is NSW diversity.  FOOLS!

    When Salty Gator was a young MIDN, he and his friend, Columbian, were applying to BUD/S out of NROTC.  Another friend, Filipino E., was also applying.  Filipino E got a few Captains in the then fledgling Diversity Industry to write impassioned letters to Congress about how there are not enough Filipinos in Naval Special Warfare and how this is a Diversity Issue.  Please note:  at that time, there was ZERO SOCOM presence in the PI.  Not like today.  The entire case was made on behalf of not enough of one race being represented.
    Bottom line:  Filipino E got in, we did not, despite superior scores and credentials.  E washed out two weeks into INDOC.

    hoo.  yah.

    Columbian went on to be a SWO, and eventually landed in a cool guy job doing cool guy things for cool guy people.  Salty also became a SWO, and was medical'd out.

    E went on to resign his commission, enlist in the Marines (after a failed stint in the USNR), and after a few years find his way back to the officer world via USMC OCS.

    <span>I like this bit. They need an O-4 not due to any major requirement, experience, the number of people underneath them or anything like that. They want an O-4 because the higher ups would feel dirty talking to somebody of lesser rank.</span>

    TQL, sold as a "COMPLETELY NEW AND IMPROVED!" concept was...BS.  Good if you're in a corporate office, trying to get that big commission as a salesman, but...hey, we had the sounding and securities, and the messengers taking data hourly for how long before anyone heard of TQL?  And EOOWs reviewing logs and circling outo f specs in red....gee...did Deming just copy the Navy Engineering model?

    Anyhow, when I, in my mandated TQL brain washing sessions, was rude enough to pint out that we already did lots of TQL like functions, and yes, extending it to other areas not already covered was a good idea, I was branded publically by the going no where LCDR teaching the class (oh, well, he was positioning himself to be "the expert" when they booted him as 2xFOS) as a "HERETIC!"  Screw him.  I used the principles effectively all over, just never tried to convince the troops this was "NEW AND IMPROVED AS SEEN IN JAPAN."

    Why do we need an O4 to interact with Senior Diversity Leaders?  I thought the Navy had NO SENIOR DIVERSITY LEADERS....

    What an O2-O3 isnt "Diverse" enough?

    Leave diversity to the teletubbies - I think we still have one in a kid's closet somewhere.  Get back to fixing issues that will sink the Navy like lack of affordable shipbuilding and aircraft procurement, manning, idotic uniform policies, too many flags and staffs that provide no value, an oh, supporting a war.  Otherwise we will have a"diverse" Navy stuck at the pier and unable to answer this country's call.  Sad, just frigging sad.

  30. Not to hop off the bandwagon, but I thought that's the only element of this piece that isn't Diversity bullshit. 

    Come on, we really can't think of a few situations where SEALS could find tactical advantage in having a team member who looks (and maybe sounds) like the locals?  

    Reminds me of the old Cold War joke a Soviet missile officer once told me...

    An American was selected to become a covert agent, he trained with native instructors, was immersed becoming completely fluent in Russian, mastering several regional accents, their mannerisms, culture, geography, personalities, and dress. He became expert on the Soviet military, learning the details of different organizations, weapons systems, and tactics.  After years of training, he was ready for his mission. He was given Russian clothing (correct down to the labels) and parachuted at night into the country. At dawn he walks into the first village, doors and windows slam shut, the police drive up and arrest him immediately as a spy. 
    He is taken for interrogation where he asks his captors, "How? How did you know?"  The interrogators smiles and says, "Wery simple you see, we have no black people here."

    Russians love that joke.

    Of course someone looking Philippino, or Somali or Persian would be a good pick.  Then again, they have to pick the SEALs and SWCC.  It truly is a voluntary service and THEN they have to make it through BUDS.  Want to bring in more MEN of color?  Start teaching combat side stroke at the city pools, tell stories of daring do, then tell them that no matter what their skin color is, if they can pass the tests they will be SEALs, and then let them find you when they are old enough.  A lot of 18 yo tadpoles start working out in high school and have been reading about them for awhile.  Target junior high kids.  This doesn't take a diversity directorate or officer.  Sailors in the Fleet know what SEALs are and we don't have to go chasing anybody for their skin color.

    For my part it was interesting that the advert indicated that it was only an ADT op but then referred to it later as an ADSW op.  HUGE difference between the two on a pay and allowances basis.

    don't do useless paperwork!~  Follow up by not doing useless paperwork.  When I was at SWOS in 83 they showed for us a film called the 1 minute manager.  You take paperwork nonsense and put it in your top drawer and if nobody asked about in the week you move it to the middle drawer and if nobody asked about it after a month you just dumped the contents of the bottom drawer. 

    No kidding.  They showed that to us for management of paperwork.

    At SPAWAR and later I used to get these Friday 1500, 'need a response instantly on this tasker we've been sitting on since Monday and you must respond by 1600' and I'd routinely respond with '32'.  The Hitchhikers Guide to the Galaxy is excellent training for JOs.  Expect the Unexpected!

    It is "amazing" how many Spaniards don't look "hispanic" or even "Mediterranean"; not to mention Argentineans, where one or two of the founding national heroes  wouldn't qualify(General O'Higgins comes to mind).  Southern south america had a lot of the same countries sending (legal) immigrants as the USA in the 19th century, which leads to people with hispanic surnames and northern european appearance.

    Which is logical, because "hispanic" isn't a race, it's a bunch of people with similar culture (supposedly) and the same language, common history (really?) which encompasses all races from all of the former Spanish Empire, which at one time by Papal decree was half the world (in theory, shaky theory).

    USA "racial" politics are unique to the USA.  The rest of the world is a lot of very different places, cultures, and folks.  "Race" hustling quasi-marxist machine pols and hate mongering "religious" "leaders" to the contrary.

    The whole obsession is toxic to the core. 

    Me, I'm a crazy man, I think we are all God's children and should act accordingly (with the possible exception of my pain in the ass brother who works in Hollywood).
