Rep. Randy Forbes (R-VA) criticized Defense Secretary Robert Gates and the Navy last week for not submitting a 30-year shipbuilding plan with the Pentagon's fiscal year 2010 budget request. The plan is required by legislation. Forbes complained in a House speech Sept. 24, "This year [Gates] simply refused to do it . . . I just ask you this -- how can the Secretary of Defense look at our men and women in uniform and say, we expect you to follow the law, to follow the statutes that Congress has passed and the president has signed, but they apply to you and not me?"Hat tip Mike.
